There is a possibility that the Norton support agent has disabled the Num Lk function within the registry.
Try the following:
1. Click Start, click Run (or search), and type regedit to open the Windows registry editor.
2. In the registry, navigate to HKEY_CURRENT_USER\Control Panel\Keyboard\
3. Within the keyboard folder, you should have a string value named "InitialKeyboardIndicators" with a value of 0, 1, or 2.

0 = Num Lock is turned OFF after the logon.
1 = Disable Num Lock.
2 = Numlock is turned ON after the logon.
